CAP 2030 – what agricultural policy do we need?

During this year the European Commission will finalize its plan for the upcoming reform of the Common Agricultural Policy, CAP, after year 2020. The European Commission, DG Agri, has indicated that although stability is important there is a need for real simplification of CAP. Another important issue is how CAP to a greater extent may address major challenges regarding environmental and climate goals as well as sustainable development in rural areas.

In addition, many stakeholders have underlined the importance of tackling the new situation, where farmers to a greater extent need to handle the market risk and the increased market volatility, as well as periods of relatively low prices. Finally, Brexit and, as a foreseen consequence, significantly lower available budget resources will increase the complexity of the future reform debate.

• What CAP is needed to meet the future challenges for agriculture and rural areas and make it possible to meet UN sustainable development goals 2030? Is it time to think outside the box and make a complete renewal of CAP or is it enough to make minor adjustments?
• How can Sweden ensure that CAP will change in the right direction in coming reforms?
